- The Voluntary Health Association of Tripura (VHAT) was established in 1988 by a dedicated group of health and science activists. Their vision was to create a robust state-level network of NGOs and community-based organizations (CBOs) committed to enhancing the health, elementary education, and environmental standards in Tripura.
- From its inception, VHAT has focused on policy advocacy and conceptual interventions, aiming to build capacity and drive systemic change in these crucial areas. Recognizing the importance of formal structure, VHAT registered under the Societies Registration Act of 1860 on December 12, 1988. A significant catalyst in the formation of VHAT was the Voluntary Health Association of India (VHAI) based in New Delhi. VHAI's support and inspiration were instrumental in establishing VHAT as the state federation of the Voluntary Health Association of India in Tripura. VHAT has been empowered to leverage broader state strategies and insights to address local challenges effectively.
- By working collaboratively with a wide range of stakeholders, VHAT continues to champion the causes of health, education, and environmental sustainability, striving to make a lasting impact on the well-being of Tripura's community.

- Professor Dr.Dilip Kumar Ray was a Founder Members of Voluntary Health Association of Tripura (VHAT) who initiated this organization in December 1988. Since then , he was an indivisible part of VHAT in all its activities .Due to his incessant efforts and selfless contribution VHAT could reach to the present state of acquaintance. He was the Secretary in the national Governing Board of Voluntary Health Association of India , New Delhi, till the last moment of his life.
- Dr. Ray completed Ph .D. on Biochemical aspects of Leishmania Donovani(causative organism of Kalaazar ) in Indian Institute of Experimental Medicine (now Indian Institute of Chemical Biology) in 1973. As a Scientist conducted many studies and research during working in M.B.B.College and Post Graduate Centre (1974-2002) on Human Ecology & Anthropological aspects, Preventive & Social Health, Sanitation and Public Health.
- He worked as -
- Attended many of the Scientific Congress in India, during the working time as Assistant Profesor and Reader.
- Participated in International Congress of Anthropology in Williams & Marry College Virginia, USA in 1997.
- Participated in International Conference on HIV/AIDS in Pasteur Institute, Paris in 2003.
1. Assistant Professor in Serampur College , West Bengal (1969).
2. Assistant Professor & Reader in M B B College ( 1973-2002), voluntarily retired on 31st December, 2002.
3. Part –time Lecturer (In-Charge)in P.G. Centre (now Tripura University), Life Science (Human Physiology part)-1978-1985.
4. Associate Professor in Community Based Medical College, Gono Biswabidyalay of Gonoshasthaya Kendra , Savar Dhaka, Bangladesh (2004-2007).
5. Associate Professor in University of Science & Technology Chittagong(USTC) Medical College (2008-09).
6. Chief Editor of ‘Loka Swasthya Sambad’, a VHAT publication, for more than twenty years.

OBJECTIVES:
- Promotion of preventive & curative health service with priority to the less privileged section of the Society.
- Promotion of health, environment, gender issue, rights of children, women & PWDs, through IEC and technical support.
- Socio-economic empowerment of the women of the weaker sections and the youths through vocational trainings.
- Promotion of Elementary Education of underprivileged children.
- Prevention of Child trafficking and violence against Children & Women.
- Networking with Government Bodies, Policy Makers, Corporate Bodies & NGOs for Improvement of health, environment & socio-economic status.
- Rehabilitation of persons with disability through inclusive approaches.
- To undertake any other activities related to health promotion and care & protection of children.
